DELPHIS (Developpement Etudes pour le Logement, la Promotion de l’Habitat, l’Innovation et le Social ) is a professional non-profit association grouping 24 non-profit companies working in the field of social housing. DELPHIS is a Joint Research and Development Unit aiming at promoting innovation and know-how in the social housing sector, within every area of social housing organizations activities (housing management, housing development, social engineering, optimization of the human resource use, quality policy and so on…).
Involved in European cooperation since 1991, Delphis has led or been participating in more than 30 European projects, many of which focus on the topic of energy savings in social housing.
DELPHIS is the coordinator of AFTER project.
Auvergne Habitat (AH)
Auvergne Habitat is a French social housing company based in Clermont Ferrand. For more than 80 years, the company buids and manages dwellings in both urban and rural area of “Auvergne” (Central France). Auvergne Habitat currently owns around 12 000 dwellings.
Auvergne Habitat keeps the Energy Efficiency of its housing stocks as one of its top priority for both new and existing buildings.
During the AFTER project AH will implement and test 3 optimized energy saving measures on 3 of its buildings.

CSTB is a public actor supporting the construction sector. CSTB activities consist mainly in:
- exercising fundamental research works,
- proposing its know-how in consulting (study, technical assistance) to manufacturers, architects, building owners and authorities,
- evaluating the innovative techniques and products for French and foreign manufacturers,
- providing its assistance to administration in setting up the regulations, the standards and the European normalization.
As a scientific partner, CSTB is in charge, in the frame of AFTER, of the elaboration of the methods to assess, to optimize and to follow-up the test of energy saving measures.
USH gathers the different National federations of the social housing sector. In total 4 200 000 rented housings are managed by members of the Federations and the USH for some 10 000 000 inhabitants.
The USH carries 3 missions out:
- National representation of the social organizations to the institutions
- Study of housing issues and development of proposals for housing policy
- Information, advice and assistance to members to help them to develop their professional activities
The USH, in collaboration with the French Ministry of Housing, initiated many programs of research in the domain of new technologies and Energy Savings, which is a major field of interest and development for the social housing sector in France.
In the context of AFTER project, USH is in charge to guarantee the reproducibility of the project outputs notably through dissemination activities.
CLCV is a non-governmental organization that acts as an umbrella for 390 local consumers’ associations.
CLCV was founded in order to improve the living conditions and were prepared to strive in order to secure the protection of consumers’ rights. Our actions cover a broad spectrum spanning all aspects of day-to-day life. CLCV bases all its actions and activities on the information that it gathers from consumers.
As a campaigning organization, CLCV’s action fits into our aim of fostering compliance with sustainable development principles in production, distribution and consumer behavior, and turning consumers into leading players of this trend.
CLCV lobbies politicians, the Government and the various institutions set up by the Authorities to tap into the opinions of consumers’ associations about the policies that they implement and in order to foster dialogue between the various economic players in society.
In AFTER project, CLCV will express the tenants’ point of view and make the link with tenants at the level of French pilot sites.
MRA is a municipal real estate agency, founded on 1st January 1995 for the management and maintenance of the municipal housing stock. It is 100% owned by the Municipality of the city of Havirov. On the basis of a mandate contract MRA manages the municipal housing stock consisting of around 7767 apartments (in about 200 houses), 284 non-residential spaces (shops, offices), 13 ateliers, 67 garages and 21 individual objects (including 6 medical centres).
As a social housing facility management company, MRA is in charge, in the frame of AFTER, of reporting energy saving measures and testing new optimized measures.
STÚ-K is a private consulting involved in national and international projects focused on housing, renovation of large panel buildings, energy efficiency, repairs of reinforced concrete structures, recycling of building materials and use of micro fillers in concrete mixtures and mortars. STÚ-K has been involved in several EU projects with special focus on EIE projects.
As a scientific partner, STÚ-K is in charge, in the frame of AFTER, of the elaboration of the methods to assess, to optimize and to follow-up the test of energy saving measures.
bauverein was founded in 1864 as a housing company in public ownership. The main type of activities include rental management, housing and commercial estates, management of co-ownership properties, management of corporate premises, housing construction and condominiums for sale, conversion and redevelopment of quarters. The number of rental dwellings owned is around 18,000, the rental commercial estates about 280, plus approximately 5,000 parking spaces and five public buildings.
Bauverein AG Darmstadt leads the work on pilot site preparation and follow-up of the whole project. As a social housing organization, Bauverein also has to report energy saving measures and test new optimized measures.
IWU is a research institution founded by the State of Hesse and the City of Darmstadt. The overall mission and task of the institute is to research forms of housing and living conditions.
As a scientific partner, IWU is in charge, in the frame of AFTER, of the elaboration of the methods to assess, to optimize and to follow-up the test of energy saving measures.
ATC was established in 1907 by the Torino City Council to supply underprivileged citizens with low-cost housing and at the same time administering and managing their own real estate and that entrusted to them by other public bodies. ATC manages around 31.000 dwelling units and 10.000 owned by former tenant.
As a social housing organization, ATC is in charge, in the frame of AFTER, of reporting energy saving measures and testing new optimized measures.
SCHOLE is a non profit cultural association, founded in 1982, which main purpose is to promote environmental preservation through different activities such as research, cultural promotion, planning, training and consulting, focusing mainly on environmental education and sustainable development.
As a scientific partner, SCHOLE is in charge, in the frame of AFTER, of the elaboration of the methods to assess, to optimize and to follow-up the test of energy saving measures.
FEDERCASA is a professional umbrella organization representing 108 public corporations which, all over Italy, build and manage social housing for the weaker classes.
The objectives defined by the statute concern, among others:
- the promotion of political and social initiatives aiming “the good house” intended as a new quality of living and social life, promoting all the useful initiatives to such end;
- aid to the partners in order to promote their innovation, keeping in mind the competence recognized in subjects such as regions and local bodies, and the competences of community coordination and the evolution of national and international politics;
- representing the Associates in national and international organizations which have as their main purpose the promotion of social housing and the quality of life, to help the exchange of studies and experiences;
- developing study and research activities
In the frame of AFTER project, Federcasa leads the dissemination activities
BL is the national Danish social housing association. It has 700 social housing companies as members – with a total of more than 545.000 dwellings (almost 20 % of all dwellings in Denmark).
BL is working on its members’ and residents’ interests by influencing the social housing sector development, both economically, technically and socially. In practice BL represents the social housing companies in relation to public authorities. It also has a strong influence on its member’s investment choices, particularly regarding energy savings.
BL is engaged in climate politics, energy reduction and sustainability. At the national level BL is represented in a governmental committee working on a national strategy for energy reductions. For the member organizations BL has developed a Green Label for energy saving in new as well as existing buildings, including management and maintenance of the building. Furthermore BL has a number of innovative research and development projects focusing on climate and energy.
In the context of AFTER project, BL is in charge to guarantee the reproducibility of the project outputs notably through dissemination activities. BL will also report and experiment innovative energy savings measures.
The municipality of Aarhus is the second largest town in Denmark. It is subdivided into different sections and Health and Care is responsible (among other things) for the caretaking of elderly people.
The partner of this project is the buildings section of Health and Care which runs approximately 4000 dwellings for elderly people.
Since Aarhus has very ambitious targets on CO2-neutrality by 2030 all sectors and departments are working with energy savings and optimization.
As a social housing organization, AARHUS is in charge, in the frame of AFTER, of reporting energy saving measures and testing new optimized measures.
The Aarhus School of Architecture is one of two Schools of Architecture in Denmark. The school is educating academic architects and has five institutes representing the main topics of the planned and build environment – including energy efficiency.
The Department of Supplementary Education at the Aarhus School of Architecture was established in 1995 and has experience in developing supplementary education at different levels including the master level.
The Department of Supplementary Education also has experience from arranging custom-designed courses of high quality for companies, municipalities, industry, organizations and others of interest. Typically it is short intensive courses for working professionals – e.g. from social housing companies – in the field of architecture, design and planning. We attribute special attention to courses in energy planning, savings and low energy buildings.
The department also runs three postgraduate master educations – in building management, cultural heritage and energy and green architecture.
Within AFTER project, Arkitektskolen Aarhus is in charge of coordinating scientific work.
SPEKTER is the owner of 1900 living units, rents apartments for non profit rent, in highly degraded environment which is a result of many years of mining and excessive pollution (thermal power plant, cement and chemical factory…). Housing is rented mostly to socially week people. SPEKTER is interested in lowering energy consumption because this reduces living cost and consequentially decreased also environmental pressures.
Spekter is one of two companies – owners of the housing stock in Slovenia, who is a non-profit housing organization. Among the main achievements of Spekter may be outlined:
excellent knowledge about rental sector and the needs of tenants,
19 years of experience in the management of multifamily buildings and buildings with spread ownership
extensive experience in maintenance
extensive experience in the refurbishment of residential buildings
As a social housing organization, SPEKTER is in charge, in the frame of AFTER, of reporting energy saving measures and testing new optimized measures.
ZRMK acts as an R&D and consultancy company in the building and civil engineering sector. The company focuses on several fields as buildings and civil engineering including rational use of energy (RUE) and renewable energy sources (RES) in new construction and refurbishment, energy audits and concepts, energy-efficient and environment-conscious building materials, products, and technologies, and also other relevant fields: green labelling, green procurement, climate protection and sustainable development… The company is active on local, regional, national and European level. The most important national clients include Slovenian ministries, national Eco-Fund, municipalities, housing funds, building management companies, construction companies, larger investors and developers, as well as individual clients facing energy related problems.
The company has been continually involved in international EIE, FP5, FP6 and FP7 projects, EIE, SAVE, Altener, PHARE, EUREKA, OPET-network, COST C5 and C8, C16, C23, C25 and other projects concerning energy, environmental, and sustainability issues.

SPL is a leading Property Management company in Slovenia distinguished by a 40-year tradition in administering, managing and renovating residential and commercial buildings.
Labeled ISO 900A, SPL d.d. operates in the central Slovenian region, covering capital city Ljubljana as well as other towns near capital city, e.g. Domžale, Kamnik, Kočevje, Medvode, Mengeš, Ribnica and Trzin and Postojna. SPL provides services to ministries, housing funds and some major corporate clients throughout Slovenia.
